హైద్రాబాద్ : మహాసభ వ్యవహారం కీలక మలుపు తీసుకుంది. సీనియర్ జర్నలిస్టు భూపతి రాజు దాఖలు చేసిన సమాచార హక్కు (RTI) దరఖాస్తును జిల్లా రిజిస్ట్రార్ తిరస్కరించినప్పటికీ, అప్పీల్ దశలో ఆయనకు న్యాయం లభించింది. అప్పిలేట్ అధికారి అయిన DIG పూర్తి స్థాయిలో విచారణ జరిపి, మహాసభ క్యాష్ బుక్, లెడ్జర్, సభ్యుల జాబితా వంటి కీలక సమాచారాన్ని వెంటనే సేకరించి అందించాలని జిల్లా రిజిస్ట్రార్‌ను ఆదేశించారు.

 ‘పబ్లిక్ అథారిటీ’గా మహాసభ – 5 ఎకరాల ప్రభుత్వ భూమి కేటాయింపు కీలకం

ఈ కేసులో ఒక ముఖ్య అంశం మహాసభను “పబ్లిక్ అథారిటీ”గా పరిగణించాల్సిన అవసరం. భూపతి రాజు తెలిపిన వివరాల ప్రకారం, ప్రభుత్వం ఉప్పల్ భగాయత్ ప్రాంతంలో సుమారు 5 ఎకరాల భూమిని ఉచితంగా మహాసభకు కేటాయించింది. ప్రభుత్వ ఆస్తులు లేదా వనరులు పొందిన సంస్థలు ప్రజల పర్యవేక్షణకు లోబడతాయని, అందువల్ల అవి RTI చట్ట పరిధిలోకి వస్తాయని ఆయన వాదించారు.

భూపతి రాజు మాట్లాడుతూ, “ఇది పారదర్శకత కోసం పోరాటంలో తొలి విజయం. గత 11 ఏళ్లుగా మహాసభ నాయకులు ఎలాంటి సర్వసభ్య సమావేశం నిర్వహించలేదు. అలాగే ఆర్థిక లావాదేవీలను కూడా బహిర్గతం చేయలేదు,” అని ఆరోపించారు.

ఇప్పుడు అప్పిలేట్ అధికారి ఇచ్చిన ఉత్తర్వుల ప్రకారం మహాసభకు సంబంధించిన అకౌంట్స్, సభ్యుల వివరాలు బహిర్గతం చేయాల్సిందేనని ఆయన స్పష్టం చేశారు. ఈ సమాచారం వెలుగులోకి వస్తే మహాసభలో జరిగిన ఆర్థిక వ్యవహారాలపై పూర్తి స్పష్టత వచ్చి, అవసరమైతే బాధ్యులపై చట్టపరమైన చర్యలకు కూడా మార్గం సుగమం అవుతుందని విశ్లేషకులు అభిప్రాయపడుతున్నారు.

In a significant development, the issue surrounding the Mahasabha has taken a decisive turn. Senior journalist Bhoopathi Raju, who filed a Right to Information (RTI) application seeking details such as the Mahasabha’s cash book, ledger, and members list, initially faced rejection from the District Registrar. However, upon appeal, the Appellate Authority (DIG) thoroughly examined the matter and directed the District Registrar to immediately collect and furnish the requested information.

 Mahasabha as a ‘Public Authority’ – Government Land Allotment Becomes Key Factor

A crucial aspect in this case is the argument that the Mahasabha qualifies as a “public authority” under the RTI Act. According to Bhoopathi Raju, the government had allotted around 5 acres of land free of cost to the Mahasabha in Uppal Bhagayath. He argued that institutions receiving government assets or substantial support fall under public scrutiny and are therefore obligated to provide information under the RTI Act.

Calling the order a “first step towards victory,” Bhoopathi Raju alleged that the Mahasabha leadership has neither conducted general body meetings nor disclosed financial records for the past 11 years, raising serious concerns over transparency and governance.

With the appellate authority’s directive now in place, the Mahasabha is bound to disclose its accounts and membership details. Experts believe that once these records are made public, it could reveal financial irregularities and pave the way for legal action against those responsible.

This development marks a crucial milestone in the ongoing fight for transparency and accountability with in the Mahasabha.
